Joint Party-building Study Programme Explores the Fourth Plenary Session of the 20th CPC Central Committee
On 28 June 2026, the Zhuojian Guangming Party Branch joined several Shenzhen-based Party organisations for a themed joint study programme in Guangming District.

To study and implement the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee and mark the 105th anniversary of the founding of the Communist Party of China, the Party Branch of Zhuojian (Guangming) Law Firm joined the Joint Party Committee of the Shenzhen Henan Chamber of Commerce, the Party Branch of the Xinyang Chamber of Commerce in Shenzhen, the Luoshan County Mobile Party Working Committee in Shenzhen and the proposed Party Branch of the Shenzhen Henan Luoshan Chamber of Commerce on the afternoon of 28 June 2026. The organisations held a themed joint-learning and joint-building programme at the New Era Lecture Hall of the Tangjia Party and Mass Service Centre in Guangming District. Zhang Yongjian, Party Branch Secretary of the Xinyang Chamber of Commerce in Shenzhen, chaired the meeting.
The programme opened with the national anthem. Participants then attended a themed Party lecture, 'Studying and Implementing the Guiding Principles of the Fourth Plenary Session of the 20th CPC Central Committee to Build Powerful Momentum for Advancing Chinese Modernisation'. The lecture set out the rich content of the plenary session's principles and explained its arrangements in connection with grassroots Party-building, legal services and chamber-of-commerce development.
Wen Linjun, Party Branch Secretary of Zhuojian (Guangming) Law Firm, spoke during the exchange. Drawing on the firm's Party-building and legal-service work, he said that Party-member lawyers should use the plenary session's principles as a guide for action, integrate Party-building into the full process of legal services, serve people through legal assistance, public-interest legal education and mediation in Guangming, and continue to develop cross-industry and cross-Branch platforms for shared resources and complementary strengths.
Representatives of the participating organisations shared their learning reflections in turn, speaking about chamber services, management of mobile Party members, ties with fellow townspeople and legal safeguards for enterprises. They agreed that the plenary session had pointed the way for grassroots Party-organisation work, and said they would strengthen study, perform their responsibilities and bring together the efforts of enterprises, lawyers and mobile Party members to improve services for the public and enterprises.
In his closing remarks, Zhang Yongjian affirmed the practical results of the joint-learning event. He called for continued study of the Fourth Plenary Session's principles, greater responsibility among Party members and regular co-construction and sharing activities that integrate legal, chamber-of-commerce and mobile Party working-committee resources.
The programme created a bridge for mutual learning and progress among the law firm, non-local chambers of commerce and Party organisations for mobile members. The Zhuojian Guangming Party Branch will continue to deepen Party-building leadership, organise regular study and joint-building activities, give full play to the exemplary role of Party-member lawyers, support development through the rule of law and build shared momentum through practical action.
