IEEPA Tariff Refund Claims: CAPE System First-week Results
This update reviews the first-week official operating data for CBP's CAPE system and the compliance considerations for IEEPA tariff-refund claims.

According to an update filed with the U.S. Court of International Trade, CAPE received 75,306 refund submissions in its first week; 47,315 passed file-level validation, and approximately 11.2 million entry records passed entry-specific validation.
Importers should monitor ACE ES-022 reports and liquidation dates. A refund claim can expose historic declarations, tax treatment and DDP arrangements to heightened review, so account arrangements and compliance records require careful review.
A coordinated customs specialist and cross-border legal approach can provide privileged compliance assessment, address unavailable liquidated-entry remedies and support preparation of compliant evidence and payment arrangements.
