Firm Hosts Cross-border Legal Lecture on Global Trade
A Guangming District cross-border legal lecture examined trade rules, overseas-compliance requirements and current opportunities for enterprises expanding internationally.

On 8 June 2026, Guangming District held the cross-border legal lecture 'From Tariff Pressure to Digital Co-governance: IEEPA's Exit, APEC's Reshaping of Global Trade Rules and the Logic of International Expansion amid the US$166 Billion Refund Dispute'. The Guangming District Federation of Industry and Commerce organised the event with district government, business and legal organisations, and Guangdong Zhuojian (Guangming) Law Firm served as organiser. Foreign-trade businesses, entrepreneurs, public authorities and legal professionals attended, with cross-border lawyer Chen Guoyan moderating.
Director Liu Chao thanked the organisers, supporting bodies and guests. He said that the programme brought together cross-border legal practitioners and specialists to connect current policy with real matters, and that the firm would continue to provide practical legal solutions to help local businesses expand internationally in a compliant and sustainable manner.
Dr Yu Diqing, whose qualifications span Chinese and foreign law and patent agency practice, examined how government-compliance requirements under the APEC framework are reshaping global trade rules and international business strategy. He outlined emerging standards and practical steps for updating overseas operating models and managing cross-border compliance risk.
Dr Li Yiwen, Senior Partner of the firm, addressed tax adjustments and refund opportunities under the IEEPA sanctions framework. Drawing on the US$166 billion refund controversy, she explained recent sanctions rules, key cross-border tax adjustments, refund procedures and risk-control measures, together with practical approaches to activating cross-border assets.
During the question-and-answer session, the speakers addressed practical issues raised by entrepreneurs, including overseas compliance management, cross-border risk controls, refund applications and the handling of international disputes.
The programme connected policy interpretation, risk prevention and implementation. The participating organisations will continue to provide cross-border rule-of-law exchanges, policy briefings and legal consultations to support businesses operating in a complex global trading environment.
