Pan Yan is a Founding Partner of Guangdong Zhuojian (Guangming) Law Firm and holds a master's degree in economic law from Shenzhen University. She chairs the Guangming District Lawyers' Working Committee and serves as Deputy Chair of the firm's Management Committee.
Her public and professional appointments include expert work on intellectual property and trade secrets, mediation for the Guangming District People's Court and service as a specially invited administrative-law-enforcement supervisor. She is also recognised as one of Guangming District's Top Ten Lawyers and Top Ten Community Legal Counsel.
Pan co-founded the Guangming office and has concentrated on legal services for the Guangming Science City. Combining more than a decade of practice with industry leadership, she advises government bodies and enterprises on government legal counsel matters, corporate compliance and civil and commercial disputes.
Representative Experience:
Served for three consecutive years as legal counsel to the Guangming District Emergency Management Bureau, issuing opinions on administrative-enforcement matters and selected administrative compulsory-enforcement cases.
Advised the Political and Legal Affairs Office of Gongming Subdistrict and assisted with the timely resolution of community disputes.
Served for three consecutive years as standing legal counsel to the Office of the Guangming District People's Government of Shenzhen and supported rule-of-law government work.
Provided community-counsel services in Guangming Community, including consultations, lectures, legal-health reviews, legal opinions and advice on significant community matters.
Provided specialist legal counsel to the Guangming District Education Bureau and Justice Bureau, and helped the Culture, Radio, Television, Tourism and Sports Bureau establish administrative-legality-review procedures.
Provided legal review and opinions for an offshore factoring-finance project of ICBC Shenzhen Branch and for China-law review of Huawei's international factoring business.
Provided full-process legal services on major education-sector M&A matters for Shenzhen Huaqiang Group, including due diligence, equity transfer and handover.
Advised on debt-crisis resolutions and bankruptcy-liquidation matters for manufacturing and industrial-park companies, including restructuring documentation, creditor and employee issues, and stakeholder coordination.
